Enhancing IT investments productivity: Integrating network QOS and it indirect costs
Increasing productivity is considered one of the major driving factors for a successful business. From an Information Technology (IT) infrastructure perspective, obtaining an optimised performance of resources is expected to improve productivity. From a technical viewpoint, the introduction of Quality of Service (QoS) models have been perceived to optimise the performance of the organisation network backbone. These models aim to provide an acceptable level of service assurance to the newly introduced applications and services such as voice and video. From a management viewpoint, the proper management of IT investments indirect costs can lead to a reduction of the overall cost portfolio. Consequently, both benefits and productivity increase are likely to be realised. This paper introduces network QoS strategy within the hierarchy of business infrastructure. In addition, it aims to identify the relationship between network QoS and IT indirect costs. Such integration demonstrates how network QoS strategy can be used to control IT indirect costs as well as enhancing network performance

The impact of national culture on e-government implementation: A comparison case study
Over the past decade there has been increasing interest in the IS research literature on the impact of cultural differences on the development and use of information and communications technologies (Ives & Jarvenpaa, 1991; Shore & Venkatachalam, 1995; Tractinsky & Jarvenpaa, 1995, Myers and Tan, 2002, Ali and Brooks, 2008). In this paper the authors explore the influence of national culture on eGov implementation. The authors have conducted a comparative case study in two different countries the UK as a developed country and Sari Lanka as a developing country. A conceptual study of the factors influencing e-inclusion
With the advancement of the Internet and supporting Information and Communication Technologies, e-inclusion has emerged as an effective means to create opportunities for all and to further individual autonomy and capability in terms of using online services offered by public agencies. The aim of this paper is to offer a critical discussion on the role of e-inclusion from the user perspective, which goes beyond the demographic factors when adopting e-government services. Further, this paper explains the fundamental differences between digital divide and e-inclusion and examines why research focus is now shifting towards studying e-inclusion rather that digital divide in Europe. Through a conceptual analysis the authors examine the relationship between social inclusion and e-inclusion and how they contributes towards promoting the use of ICT to overcome exclusion and improve economic performance, employment opportunities, quality of life, social participation and cohesion

Diffusion of social cognitive theory in information systems research: A bibliometric study
Recently, Social Cognitive theory (SCT) has been widely adapted across various disciplines in business and management as well as Information Systems (IS) research. In IS, the use of SCT remains in its early stages. Few bibliometric analyses have been published on mapping theories across previous literature. However, to date factors related to literature review mapping in relation to SCT in IS have not been much examined. This paper aims to investigate the expliotiation of SCT in IS research based on bibliometric analysis. In this study a biblimetric analysis is conducted on previous literature reviews/abstracts based on Association of Business Schools (ABS) journal rankings from Information Management field perspective. 62 articles in Information Management field have utilised SCT were published in 17 (out of 53 journals) between 1995 and 2010. The study findings has identified that the organisation/firm and actors as a unit of analysis, positivist paradigm, empirical and quantitative research as well as survey method were used significantly in combination with SCT in IS studies. This bibliometric study will provide the needed platform for a better understanding of high quality research activities. Consequently, this can be used as an indicator to measure research quality and the impact of future direction and exploitation of SCT in IS research

Towards scalable end-to-end QoS provision for VoIP applications
The growth of the Internet and the development of its new applications have increased the demand for providing a certain level of resource assurance and service support. The concept of ensuring quality of service (QoS) has been introduced in order to provide the support and assurance for these services. Different QoS mechanisms, such as integrated services (IntServ) and differentiated services (DiffServ), have been developed and introduced to provide different levels of QoS provision. However, IntServ can suffer from scalability issues that make it infeasible for large-scale network implementations. On the other hand, the aggregated-based per-flow technique of DiffServ does not provide such an end-to-end QoS guarantee. Recently, the IETF have proposed a new QoS architecture that implements IntServ over DiffServ in order to provide an end-to-end QoS for scalable networks. Hence, it became possible to provide and support a certain level of QoS for some delay sensitive and bandwidth-demanding applications such as voice over Internet Protocol (VoIP). With regard to VoIP applications, delay, jitter and packet loss are crucial issues that have to be taken into consideration for any VoIP system design and such parameters need a distinct level of QoS support

Simple network management protocol co- existence with hydrocarbon process automation communication real-time network
Hydrocarbon Process Automation Applications (HPAA) utilizes Real-time network connecting process instrumentations, controllers, and real-time logic control applications. Conventional practice is to dedicate a real-time network for process automation applications and prevent other applications from utilizing the same infrastructure. An important application that can help optimize, improve network performance, and provide rapid response time in network diagnostics and mitigation is Simple Network Management Protocol (SNMP). This paper addresses the co-existence of SNMP traffic with real-time applications. The impacts of activating this protocol with the real-time HPAA utilizing high speed Ethernet network design will be examined. Empirical data for an implemented Hydrocarbon process automation system will be used to illustrate the interdependency of application performance, traffic mix, and potential areas of improvements. The outcomes of this effort demonstrate the co-existence of SNMP with HPPA, given special considerations (i.e., bandwidth, number of applications, etc.)

Defining the business model in the new world of digital business
Recent rapid advances in ICTs, specifically in Internet and mobile technologies, have highlighted the rising importance of the Business Model (BM) in Information Systems (IS). Despite agreement on its importance to an organization’s success, the concept is still fuzzy and vague, and there is no consensus regarding its definition. Furthermore, understanding the BM
domain by identifying its meaning, fundamental pillars, and its relevance to other business concepts is by no means complete. In this paper we aim to provide further clarification by first presenting a classification of definitions found in the IS literature; second, proposing guidelines on which to develop a more comprehensive definition in order to reach consensus;and third, identifying the four main business model concepts and values and their interaction, and thus place the business model within the world of digital business. Based on this discussion, we propose a new definition for the business model that we argue is more appropriate to this new world

Nevertheless, most research about CNTOs has been technically oriented and has mainly addressed the technological and engineering issues related to their infrastructure. Less attention has been given to
the business model of CNTOs. Hence, there is a need to enhance our ability to determine what
constitutes the optimal and most viable business model to meet the various strategic objectives and
goals for these CNTOs. In this paper an overview of research into the cellular business model and the main issues to be resolved is provided. In particular, the authors propose guidelines as a basis on which to develop a more comprehensive definition which may lead to a consensus. Moreover, a generic model (V4 Model) is proposed for the BM of these companies based on value proposition, value architecture, value network and value finance

Simulation discounted cash flow valuation for internet companies
Discounted cash flow (DCF) is the most accepted approach for company valuation. It is well grounded in theory and practice. However, the DCF approach, which is commonly used for traditional companies valuation, presents a number of serious weaknesses within the Internet companies’ context. One of these weaknesses is tackling the uncertainty that characterize future cash flows of these companies. Specifically DCF assumes that future cash flow streams are highly predictable. The effects of uncertainty are therefore tackled implicitly by discounting the expected value of the cash flows at a risk-adjusted interest rate. However, under uncertainty, future cash flows of these companies can no longer be characterized by a single value but rather by a range of values of its possible consequences. This paper looks at the way in which uncertainty can be incorporated into the traditional DCF approach so that the latter, which is otherwise conceptually sound, becomes relevant. This is done by recognizing that the DCF input variables are uncertain and will have a probability distribution pertaining to each of them. Thus by utilizing a probability-based valuation model (using Monte Carlo Simulation) it is possible to incorporate uncertainty into the analysis and address the shortcomings of the current model. The MC simulation assigns a range of values in order to cope with uncertainty underlies each key cash flow variable. The process leads to a probability distribution of the valuation criterion used, giving investors a quantitative measure of risk involved
The Partner Proliferation Problem in Disaster Response Networks
The extraordinary conditions of a major disaster require mobilization of all available resources. This necessity, together with the stretch in the response budget in the public sector and the difficulty of raising funds in the private sector, draws various humanitarian actors with widely diverse capabilities into the affected area. This phenomenon is called the proliferation of actors, or the partner proliferation problem. This problem can have serious counterproductive effects on disaster operations, such as unmanaged independent efforts that lead to a duplication and confusion of effort. The disaster response phase generally lacks the contributions of a long-term outlook and pre-planning, which are adopted in existing long-term structures such as supply chains. The aim of this paper is to provide a structured review of the partner proliferation problem in the response phase and to suggest alternative courses of action for restructuring the disaster response network. Drawing on the concept of Virtual Organizations, the paper concludes that short-term collaboration is a suitable structure for the response phase. Short-term collaboration in the response phase is complementary to long-term collaborations such as supply chains in the recovery, mitigation, and preparedness phases of the disaster cycle. To that end, a conceptual framework is provided for re-structuring the disaster response network to align with the other phases of disaster management. Finally, further research is suggested to develop a decision making tool for partner configuration to meet the specific requirements of a disaster response network
